I plugged it into my PC to format it and it says the card is write protected, even after confirming the switch was up, used diskpart to clear readonly attributes, and the registry trick. Any suggestions to get this card working with my 3DS?

The write protection slider doesn't have any effect on the SD card at all. It's the SD reader that judges the position of the slider, to decide whether it's in write protection mode or not. Unfortunately it seems like the SD reader in your 3DS is not working correctly.
