3 Σεπ 2009 · I am not sure I understand what you are saying - URL encoding wont alter any of the characters except the last three characters in the list above, and that is to prevent them from being interpreted incorrectly since they have other meanings in URLS.

25 Νοε 2010 · It is not correct and will not determine whether a string is base64 encoded. From documentation: strict: Returns FALSE if input contains character from outside the base64 alphabet. I don't know why PHP decided to handle it this way, but regardless, it doesn't truly detect base64 encoding. Kris' answer is correct. –
22 Ιουν 2018 · Also, Another user pointed out (relevant to PHP users): Note that in PHP base64_decode will accept strings without padding, hence if you remove it to process it later in PHP it's not necessary to add it back. – Mahn Oct 16 '14 at 16:33. So if your destination is PHP, you can safely strip the padding and decode without fancy calculations.

It's part of the GNU coreutils (v6+) and pretty much default in any Cygwin, L i n u x, GnuWin32 install, but not the BSDs I tried. Issue: $ base64 imagefile.ico > imagefile ...
