A veteran DOS utility that's been updated to handle FAT32. GNU GPL, C++ source included. From the docs: FIPS reduces the size of a partition by changing some values in the partition table and boot sector. It does not change the formatting of the partition, especially not the cluster size and the size of the file allocation table (FAT).
DOS v5.0 supports hard disks up to 2 GB formatted capacity. Since you probably don't have a hard disk already setup on your PC, you firstly need to boot into DOS using a bootable floppy disk which also contains the FDISK.EXE utility.

FDFORMAT is a replacement for the DOS-Format program, which has the following advantages: Supporting 3½"-1.44 MB drives with any BIOS-Versions in ATs and Clones. This saves you a lot of money, you would need for a new BIOS-Version. Formatting and using of 720/820 kByte disks in AT 5¼"-1.2 MByte Drives using cheap double-density (DD) disks.
