You can make a pretty convincing gif from a mp4 by dragging it into photoshop and using the timeline feature. There are a lot of variables like length of the clip, dimensions, and frame rate. I personally don’t exceed 600px x 600px. Frame rate at 8 or 10. You can mess with the color output, 160 or below.

You would generally need to export your animation as an image sequence and use another program like Photoshop or Shotcut to do any final editing and then export the sequence as a GIF.
