Shaw is noted as the first African American to serve as mayor of Dolton, Illinois from 1997 until his death in 2008. He also served in the Illinois House of Representatives from 1983 through 1993 and the Illinois State Senate from 1993 through 2003.
In 2006, Shaw's brother William, then the mayor of Dolton, Illinois, appointed him to be city's first inspector general, a newly created position that paid $70,000 annually.
