History: Bureau of Public Roads, established effective July 1, 1918, by redesignation of Office of Public Roads and Rural Engineering, transferred to FWA by Reorganization Plan No. I of 1939, effective July 1, 1939, and redesignated Public Roads Administration.
The Federal Highway Administration was created on October 15, 1966, along with the Bureau of Motor Carrier Safety and the National Highway Safety Bureau (now known as National Highway Traffic Safety Administration), as part of the new U.S. Department of Transportation. [6] The FHWA took over the functions of the Bureau of Public Roads the following year.

The Bureau of Public Roads is part of the U.S. Department of Agriculture. Its purpose is the construction and improvement of public roads, and the promotion of agricultural engineering. It administers the Federal Aid Road Act, and it investigates and disseminates information regarding all of the phases of road construction.
