A congressional committee is a legislative sub-organization in the United States Congress that handles a specific duty (rather than the general duties of Congress). Committee membership enables members to develop specialized knowledge of the matters under their jurisdiction.
A committee consists of between 25 and 90 MEPs, and has a chair, vice-chairs and a secretariat. The political makeup of the committees reflects that of the plenary assembly. The parliamentary committees meet once or twice a month, usually in Brussels.
Laws begin as ideas. First, a representative sponsors a bill. The bill is then assigned to a committee for study. If released by the committee, the bill is put on a calendar to be voted on, debated or amended. If the bill passes by simple majority (218 of 435), the bill moves to the Senate.
