1. You could try to find out what device it is using its hardware ID. There's a great tutorial on how to do that.
This is usually caused by a USB power issue. If there is not enough power to properly power the device then Windows brings this message up. It's hardly ever a driver issue. The key word here is "Malfunctioned" in the bubble. Either plug the device directly into the computer, or plug it in to a powered hub. Share.
Typically a "USB device not recognized" error means that the drivers have not been installed properly. Windows should give you the option to look for the drivers along with the error. Have you tried installing the drivers through the guided Windows install?
