No, it's not possible to create a toon via web3. The toon has to be created on Facebook or the iOS app first, and then you can set a login address and password using an option called "Crusaders" in Facebook or "Castle Age Account" for the iOS app.

web3 has been able to update the password for a long time. However, Facebook can always get in using Facebook authentication (without knowing the Crusaders password) and use Crusaders to override the password, no matter what might be set on web3.
