This setting in Windows 11 is at Windows Settings > Apps > Advanced App Settings > Choose Where to get apps > Anywhere. If that's already set then you may have bought a PC that has S mode, which only allows Store apps to be installed.

Go to Settings > Accounts > Family & other users, and check the account permissions for your user account. If I specify "Save" I can name a download location. I've tried Desktop, Downloads, etc. but there is no trace of the file after it appears to download successfully. Please keep trying. I am. Bill
