When you gain a level, in addition to increasing three primary Attributes, your Health will automatically increase by 10% of your Endurance Attribute. If you increased Endurance this level, the Health increase is calculated from the increased Endurance.
In general, there is very little level scaling in Morrowind. NPC levels and gear are static. In other words, NPCs will have the same items and stay at the same level at level 1 as they would at level 50. if an NPC has iron armor at level 1, they won't be upgraded to ebony armor at level 50.
Creatures don't scale but harder creatures show up at higher levels through leveled lists. There is nothing special about level 20 except that more Golden Saints are spawned. If you mean the expansions, they are much harder but not scaled, they just start harder.

Short answer - No. Long answer - Yes, Morrowind does have the same functionality for 'leveled lists' but its heavily simplified and not used as obnoxiously. Rather than enemies being phased out as you level, you just encounter tougher variants. Take Bloodmoon for example.
