We can debate about how well the romance part is handled but Sora and Kairi are the featured couple of KH; at least that's how it's supposed to come across. Over this franchise's history there have been plenty of clear telegraphed signs that the feelings they have for each other are romantic in nature.
It would, however, be more believable than a romance between Sora and Kairi simply due to its development. Sora and Riku drive one another. Sora's character development is much more organically tied to his relationship with Riku than it is with Kairi.
