After teaching about prayer and the roles of men and women in the church in chapter 2, he moves on to the leadership in chapter 3.
Not "pugnacious" or "violent" (NIV; Gr. me plekten, 1 Timothy 3:3; Titus 1:7; lit. a giver of blows) describes a striker. This is a person who resorts to physical or verbal violence to vent his anger and or to settle disputes.
1 Timothy 3:1. After speaking of the behaviour of men and women in the church-assemblies, Paul goes on to give instructions regarding the proper qualifications of office-bearers in the church.
