Thus, I went and got the jar for 1.6.4 server manually and put it into the mcp that forge auto-downloads and get these errors while running the decompile.bat. MCP Errors: == MCP 8.09 (data: 8.11, client: 1.6.4, server: 1.6.4) == "scalac" is not found on the PATH.

The problem is that Mojang changed the download locations for their files, and with the whole Forge team preparing for the 1.7.X version launch, they aren't able or willing to touch the "stable" 1.6.4 one. See Martin Sojka's answer for how to fix this.
