The chart below is the 2024 General Schedule pay table, with San Diego's 33.05% locality raise applied to the base pay rates. These are the yearly pay rates that are applicable to most salaried federal employees within this region, based on their GS Grade and Step.
2023 locality pay rates averaged 24.98 percent, the overall remaining March 2023 pay disparity is 27.54 percent. The proposed comparability payments for 2025 for each locality pay area are shown in Attachment 1. These locality rates would be in addition to the increase in GS base rates under 5 U.S.C. 5303(a).
Federal employees in California are paid an adjusted base salary based on which of the six General Schedule localities that cover California in which they work. Localities that cover parts of California include Los Angeles , Sacramento , San Diego , San Francisco , Fresno and Rest of U.S. .
