If your computer's system prefs are set to use a 24-hour clock, the browser will render the <input type="time"> element as --:--(time range: 00:00–23:59). If you change your computer's syst prefs to use 12-hour, the output won't change until you quit and relaunch the browser.
12 Νοε 2013 · In Outlook, the time and date format can be controlled via Regional Settings in Control Panel. This allows me to change the time format from AM/PM to a 24 hour clock. However, this settings doesn't seem to apply to Outlook Web App as my emails and Calendar are still shown in the AM/PM notation.
To change to 12-hour format, on the Short time drop-down list, select h:mm:tt and on the Long time drop-down list, select h:mm:ss:tt. Click Apply and then click OK. Learn how to change the clock from 12-hour format to 24-hour format.
