Use hand-draw brush to draw hairs in any form and flow. It creates 3D hairs by simply drawing some curve strokes on UV space. All procedural modifiers can apply on hand draw hairs, density and other parameters of the hair can be changed anytime after drawing the hairs.

I've made a tutorial for you, where I will walk you through my workflow of creating real-time, game-ready hair. Everything is made in Blender 2.8, besides baking which is done in Xnormal (free software). I will show you how to generate hair particles, and prepare them for texture baking.
