RPG Paper Maker is a game making engine, free for non commercial use, allowing you to create a 3D universe with many 2D sprites and even 3D objects using a simple interface for all available platforms: Windows, Linux, and MacOS.
Another free program that can create RPGs is Gdevelop, but expect to build everything from scratch. The good side of it is you have more control over what you do. Be caution that Gdevelop doesn't have a tilemap feature and you have to use TileD or other tile map software to build your map.
From my knowledge, it's free and can be download off of moddb.com / widderune.wixsite.com for the English translated versions. I do not see Wolf RPG Maker off Steam (except for games made with the engine).
