You solve this by changing the service wscsvc from delayed autostart to normal autostart. You don't (normally) have permission to do it from the services app so you must do it in the registry. HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\wscsvc Change the DWORD DelayedAutoStart from 1 to 0.

10 Νοε 2019 · Disable Windows Security Center (wscsvc) service using registry editor: set "Start" to 4. It is impossible (I didn't manage) to change this value via Services snap-in, "sc" utility etc. Reboot. Run gpedit.msc and set Turn off Microsoft Defender Antivirus policy setting to "On".
