Plaintiffs seek “wide-ranging reform” of Alaska’s foster care system, which plaintiffs claim is beset by structural issues that violate their federal statutory and constitutional rights.

Upon remand, the superior court convened in December 2020 and set a trial date for a second termination trial, providing sufficient time for OCS to properly notice its experts. OCS then provided timely notice of its expert witnesses and their opinions.

In 2012, NJP negotiated the settlement of a class action lawsuit which resulted in a substantial across-the-board increase in Alaska's foster care rates. NJP also won a case barring the OCS from unilaterally seizing foster parent’s monthly benefits.
