SUMMARY: The National Telecommunications and Information Administration (NTIA) proposes to implement and administer a program to provide $40 coupons to consumers for use towards the purchase of digital-to-analog converter boxes. Congress mandated the coupon program in Title III of the Deficit Reduction Act of 2005.
Because of the high number of analog TVs in use, the government provided citizens with two $40 coupons at the time as reimbursement for digital television adapters, also known as digital converter boxes, which convert digital signals back into an analog format.
Coupon-eligible converter boxes had to convert all ATSC (digital) formats to the traditional NTSC analog system used by analog US television sets. The box needed to output radio frequency signals (compatible with a television's antenna input), composite video, and stereo audio.
With a digital converter box, you can receive digital signals and play it from your older analog TV. As a result, you’ll be able to receive high-quality HDTV digital broadcasts with ease. While there are many digital converter boxes available, choosing the right one may not be straight forward.

The Federal Communications Commission has prepared this Consumer Advisory on selected features in 41 digital-to-analog converter boxes that it has purchased. Converter boxes are to be used with your analog television to receive digital signals broadcast for free over-the-air to your antenna.
