Access Point Name Settings Not Available For This User. Where there had previously been two APNs to choose from (T-Mobile, and another mostly blank one just named "apn") I had only this error, and no indication of a mobile connection.
This is basically just a workaround, not a fix, but hey, it worked for me. All I did was go to Settings > Wireless and networks > More > Cellular networks, then change "preferred network type" from "global" to one of the two other options.

Since then, I cannot input my APN settings manually. I get the following message: "APN settings are not available for this user".
