In the General Agreement of Tariffs and Trade (GATT), and now in the World Trade Organization (WTO), members have been constructing a set of rules and regulations to limit trade policies and other policies with equivalent effects – that is, policies that favour local production instead of the purchase of imported products.

It is easy to assume that they are benign, since many environmental programs are notified as green box measures. However a closer investigation reveals that this may not always be the case.
Green Box programs are programs that are considered minimally trade distorting. The URAA sets out specific guidelines for the structure of such programs but does not set any limits on program expenditures by member coun-tries.
