Sword and shield is inherently weaker on the dps side, however if you don't want yourself in the tank role, you can still make it work as a sort of melee support that can synergize well with the group tank and the main dps of your party.
Constitution sounds like something a sword and shield build wants, but it's not. Take it to 18, or 20 if you like, but it is more useful to put those points in DEX or STR. For SnS, you should priorize DEX since you will be able to dodge the hits of opponents.

For my warrior I maxed sword and shield tree, got war cry and challenge for guard, maxed templar specialization minus focus ability, focus ability given by main story. Masterworks you can go with just about anything but I went with guard on hit for armor, chain lightning chance on sword and extra focus per enemy in certain radius on my shield.
