The open-carry of firearms by those who legally possess the firearm is a legal activity in Ohio with or without a license. It is legal for a person to open-carry a loaded handgun in a vehicle without a permit, as long as they are eligible to receive a concealed handgun license.
Under Ohio Revised Code 9.68, the state prohibits local city and county governments from instituting any form of gun or firearm registry that would contradict state law. Registries essentially create a centralized list linking gun ownership details to individuals.
