Explorer Notes are collectible items spread across all of the story maps in ARK: Survival Evolved. The notes can be found on The Island, Scorched Earth, Aberration, Extinction, Genesis: Part 1 and Genesis: Part 2.
Sanctuary is one of the best locations to build shelters due to the city having long walkways or road above the ground and a rare amount of predators. The environment for the survivor is neutral as the player can't get overheated or freeze.

You'll have killed a good few dinos getting to the city and setting up so they should be around 210 by then, look up the extinction xp notes map and use them in the city. You can find a bunch in one group under the city in the center (about 55,55) and then a bunch in a line (4x ones) leaving the east end of the city.
