Are you required to have a driver’s license to operate an ATV or UTV in West Virginia? West Virginia does not require the operator of an ATV or UTV to possess a valid driver’s license unless, as discussed further below, they are under the age of 18 and riding with a passenger.
This official training program is developed to meet the standards for ATV safety education established by West Virginia. Offroad Ed is the only safety course provider that develops print materials on behalf of government agencies responsible for ATV laws and regulations.

The “street-legal special purpose vehicles” in Senate Bill 690 include not only the ATVs, but also utility terrain vehicles and mini-trucks.
