Dai Li agents fought Aang to protect Princess Azula. After she returned to the Fire Nation, Azula kept her command over the Dai Li but left most of the tasks regarding the secret police to Long Feng's former right-hand man.
Princess Azula (Chinese: 阿祖拉; pinyin: Ā Zǔ Lā) is a fictional character and the secondary antagonist in Nickelodeon 's animated television series Avatar: The Last Airbender, created by Michael Dante DiMartino and Bryan Konietzko, and voiced by Grey DeLisle.
Princess Azula of the Fire Nation and her allies, Mai and Ty Lee, disguised themselves as Kyoshi Warriors, infiltrated the Earth Kingdom capital city of Ba Sing Se, took control of the Dai Li, and orchestrated a coup of the 52nd Earth King to decapitate the Earth Kingdom's political and military leadership.

After the successful coup and the fall of the Earth Kingdom, the Head of the Dai Li became the de-facto leader of the secret police. He actively participated in the war during the invasion of the Fire Nation, protecting Azula from Team Avatar.
The Dai Li were never loyal to her and would turn on her the moment they saw an oppertunity. When Azula went paranoid that everyone wanted her dead, she was right about the Dai Li. They weren’t loyal her to begin with, then they got banished.
The Dai Li's corruption and decadence was so advanced that they then came under the command of Princess Azula, relinquishing any loyalty to the Earth Kingdom, allowing the Fire Nation to capture Ba Sing Se with their cooperation.
