The VAVR program, also known as a car scrappage or old vehicle buy back program, provides monetary or other incentives to vehicle owners to voluntarily retire their older, more polluting vehicle.
To be eligible for the Consumer Assistance Program’s (CAP) repair assistance or $1,500 vehicle retirement incentive options, your gross household income must be less than or equal to 225% of the federal poverty level.
