At first, I thought his violent apathy was a stupid excuse for a character, but it really makes a lot of sense if you think of Owlman as an opposite of Batman. At his core, Batman is who is is because he is driven, he has willpower and ambition. He made a promise, and it defines his character.
Like most Batmen it starts with the alley but in this one Alfred (evil) kills Martha and Thomas and Thomas Wayne Jr kills his brother. Guilt ridden in doing so he takes on the mantle of Owlman and joins with the crime syndicate to cage the world. Owlman is Thomas Wayne Jr., Batman's brother from a different Earth.
Owlman is the evil counterpart of Batman from a parallel universe. After he and his team took over their Earth, Owlman travelled to Batman's Earth where they fought in the Batcave, but Batman defeated him and imprisoned him in a cell.
