Pour the gravy mixture over top of the beef tips and stir to coat. Cover and cook on LOW for 7 to 8 hours. In a small bowl whisk together the flour and water until no clumps are visible. Stir the slurry in with the beef tips and gravy. Cook for 10 minutes or until the gravy thickens to the desired consistency.
Cube the meat into small pieces about 1 inch in size. Add beef cubes, minced garlic, dry onion soup mix, brown gravy mix, thyme, bay leaves, onion powder, mushrooms, Worcestershire sauce, water, beef broth, and salt and pepper to the crockpot. Add in mushrooms, and stir ingredients together.
