History of the Death Penalty. Following the U.S. Supreme Court’s decision in Gregg v. Georgia, Illinois’s state legislature voted to reinstate capital punishment in 1974. The first execution under the new statute was that of Charles Walker in 1990, followed by eleven more executions until the final Illinois execution was carried out in 1999.
