you can get by, but i'd recommend ssd just for the loadtimes alone. You'll also realise if you're playing skyrim again, there's not enough time to even read the loadscreen lore. This is with a mod that disables vsync/capped framerate in loading screens.
The best would be the SK Hynix Platinum P41. It is currently the fastest NVMe SSD there is. SSD trailer (no joke) But it's not worth it for regular usage. You won't notice a difference between a good budget NVMe drive and the best. I recommend you go with a good gen 3 drive.
