Lego City Undercover is exponentially better than anything else. Still decent would be Lego Marvel Superheroes, Lego Batman 3, and Lego Dimension sets. Lego The Movie, and Lego Jurassic Park, and Lego The Avengers were weaker entries. Still good, but not as good as the above.
Marvel Superheroes (the older one, not Avengers) or Jurassic World would be the best best. Any of the newer games would be fine. Batman 2 has a good open world like Marvel, but Batman 3 went with weird small hubs.
