there is no “strongest team” in pokemon as any mon or strategy has a counter. a team of 6 arceus could get swept by a choice scarf dracovish. This is litterally a Gen 7 legendary spammer team.

Also let's keep this non legendary, since gyms are below level 70 and most people fight around level 50.
