The first one on our 10 best ROM hacks for Nuzlocke challenges is Pokemon Polished Crystal. This game is a GBC ROM hack but is just as good. The interesting part is that the game has a built-in Nuzlocke mode.

If you're looking for a vanilla ROM to nuzlocke, I'd recommend either Fire Red or Emerald. Both are fairly forgiving. I also found Black 2 to be easy, but I think I just got lucky. If you're looking for a Romhack, Pokemon Unbound and Pokemon Gaia are both great.

Crystal Clear has a Nuzlocke mode with build in nuzlocke mode with level caps and it prevents you from catching Pokémon other than the first one on each route, it even has a build in dupes option if you play that way.
Renegade Platinum has everything you are asking for; well crafted difficulty curve, 15 possible (and different) encounters before the first gym, super easy EV and EXP farm at the Solaceon Daycare, all Pokémon updated to at least Gen7, including fairy types.

In my opinion, the good characteristics of a hack for this purpose are: >Fine-tuned difficulty curve. everyone knows that vanilla games are designed so even children can beat them.
