Stretching the soleus is as simple as strengthening it: just bend your knee, then perform a traditional gastroc stretch. I can’t think of many times I’ve had to specifically had to stretch the soleus in the clinic, but it could certainly affect your ability to dorsiflex (pull your foot/ankle up towards you) the foot if “tight.”
