I'm in La Mesa and SDCP is rolling out here in March. I took a look at their rates for TOU-DR-1 and while it does look to be a bit lower, it's kind of hard to tell if that's really the case or not. For example, SDGE's off-peak rate is $0.38 whereas SDCP's is $0.16.

I live in a condo complex and I've just received a flyer in the mail that my electric supplier is changing from SDGE to some entity called SD Community Power. The flyer lists bulleted point advantages of the entity, none of which are cost, all are about renewable, green etc which isn't close to my top priority on electric rates, which is cost.
