Travel outside the map in uncharted area becomes available after you reach level 11. Uncharted area is inhabited by strong NPCs. If Shinigami travels to Hueco Mundo, it will get attacked by Hueco Mundo Guards and vice versa.

Hirenkyaku works via the Quincy in question gathering and manipulating a current of reshi as they move. It's a similar idea to how everyone is able to stand in midair, but it's much higher level. Basically, it's like running with a conveyor belt under your feet and a strong breeze at your back.
