Could it be that Jesus is defining what it means to be "blessed" and describing the character traits and disposition of people who are perceived as blessed in Yahweh's eyes? Could it also be that he is telling us Why they are considered bless in the second clause.
Blessed are those who see God in every person and strive to make others also discover Him. Blessed are those who protect and care for our common home. Blessed are those who renounce their own comfort in order to help others. Blessed are those who pray and work for full communion between Christians.

“Blessed are the pure in heart: for they shall see God” (Matthew 5:8). An impure heart defiles the soul. Wrong thinking dims the spiritual vision so men cannot behold God; they cannot see Him by the eye of faith.
