CDC developed the Booster Seat Planning Guide to assist States, Tribes, Localities, and Territories (STLTs) with assessing, planning, and implementing improved booster seat laws to reduce crash injuries and deaths among children.

Use a booster seat until the belt fits correctly. A booster seat is often needed until 4ft 9 in (57” or 145 cm) tall. Your child may be 12 years old before ready for an adult safety belt. Children should ride in an adult seat belt in the back seat once they outgrow a booster seat.

A booster seat can only be used with a lap AND shoulder belt. A child must have head support to the tops of his or her ears. This can come from a high vehicle-seat back, the vehicle's built-in headrests or a high-back booster seat. Always read the instructions that came with your booster seat.
Booster Seat With High Back: This type of booster seat is designed to boost the child’s height so the seat belt fits properly. It also provides neck and head support and is ideal for vehicles that don’t have head rests or high seat backs.
