How it Works. Scouts BSA offers a variety of troop structures to accommodate the needs and preferences of families, providing flexibility for both boys and girls to participate in Scouting. There are three main types of Troops: Single-Gender Troops: These are all-boy or all-girl Troops that operate separately, following the same Scouting program.
The first troop in the islands, appropriately numbered Troop 1, was founded by a British Scouter just recently relocated, and chartered to Kawaiahao Church. One Saturday, former Queen Liliuokalani was driven past Kapiolani Park in Honolulu, and noticed this troop going through Scouting drills.
Based in tiny Pa’auilo (population 586), the 14-member troop now serves boys from across the northern part of the island and will soon be joined by a girls’ troop. How did you grow beyond Pa’auilo?
Girl Scouting started in Hawaii in 1917 with two troops in Oahu. Troop 1 at the Kamehameha School for Girls completed their paperwork first, but Troop 2 in Kaka‘ako asked for the sponsorship of Lili'uokalani, the last monarch of Hawaii, and were promised her own flag that was given after her death.

Most commonly, a Troop “falls in” to the formation at the beginning and end of meetings and on any occasion where special announcements are made.
