The Veyron engine is two 90º VR8 engines mated, as the gif shows - if you look at the front and left-most when it's up, and then the lower-right most cylinder when down, those two are at 90º angles. The rows the are a part of, however, are all alternating in their strokes, allowing it to be a smaller engine.

A V-16 would be comprised of two Inline 8 cylinder engines with a common crank. For example, a standard V-12 is essentially two Inline-6 motor joined together. The Bugatti motor is comprised of two VR-8's with a common crank. The pistons on each side are not in a straight line, but slightly offset to form the "VR" design.
