The road through the summit, also known as Cabbage Hill or Emigrant Hill, is entirely paved. It’s called Interstate 84, known as the Vietnam Veterans Memorial Highway. It's not like a mountain pass when you go up one side of the mountain and down the other. You are going from a lower elevation area to a higher elevation area. There is another place like this on I-84 between La Grande and Baker City called Ladd Canyon. I don't think there is any danger of going off a drop-off.
