24 Ιουν 2024 · While the official poverty rate—which does not count tax credits and food assistance—rose, CPM poverty declined from 16.4% in 2019 to 11.7% in fall 2021. We estimate that regular and expanded safety net benefits cut poverty nearly in half (88%) in fall 2021 and by more than 60% in early 2023.
Between 2011 and 2019, poverty in California declined by a total of 5.4 percentage points, a relative drop of nearly one-quarter (see Figure 1). The deep poverty rate similarly saw a relative total decline of more than one-quarter from 2011 to 2019, (from 6.3% to 4.6%).
In early 2023, about 5 million Californians were under the CPM poverty line (on average $39,900 yearly for a family of two adults and two children). ⊲ Child poverty jumped from 9.0% in fall 2021 to 13.8% in early 2023; child poverty was 17.6% in 2019. ⊲ Pandemic relief programs mitigated poverty substantially in 2021.
