I’ve been purchasing pet prescriptions, without a prescription, from Canada for over 30 years without an issue. I had a friend that was a vet tech and would purchase her dog’s seizure medication from Canada because of how cheap it was.
There is a legitimate Canadian vet website. There are also several that aren't located in Canada at all but pretend to be, and ship counterfeit and expired meds from South Africa and other places where regulations are not particularly strong. If they are drastically cheaper than reputable sites, you found the latter.

In Toronto/Markham, I used to get pet prescriptions from Woodbine Lifecare Pharmacy (it's on Woodbine just north of Steeles if you're local). They were half the price of my vet. Under their previous name they had an online store but that appears to have vanished.
I've been using Canada Pet Care for a few years now, and am mostly happy with the services and prices paid. They provide a valuable service to provide prescription medicine to keep my dog healthy, but at a much, much better price than I am able to get directly through USA companies.
