A Form I-94 is needed by all visitors except: U.S. Citizens, returning resident aliens, aliens with immigrant visas, and most Canadian citizens visiting or in transit. Travelers will be issued an I-94 during the admission process at the port of entry.
When you arrive to the United States, you will meet a U.S. Customs and Border Patrol (CBP) officer who has the authority to admit or deny your entrance into the country. You must present the CBP officer with your Form I-20, as well as your valid visa and passport.
