3 Φεβ 2021 · Under "Formats" click "Additional Settings" at the bottom right. Change to "Date". Under "Date Formats", it presents you with a drop down menu but you can actually enter custom fields. Select "Short date": and enter yyyy-MM-dd and click apply. That should directly update the date in the toolbar.

You can do this by editing /etc/default/rcS and changing UTC=yes to UTC=no. You can change Windows to run on UTC time, however there is speculation that this causes additional issues. The link below has the solution to convert Windows to UTC, however I have not included it in my answer.
