People who are not residents of Pennsylvania may apply for and receive a Non-Resident License To Carry Firearms in Pennsylvania. The process is exactly the same as it is for residents except that non-residents must possess a similar permit in their home state per the following statute: 18 Pa.C.S. § 6109: Licenses.

In order to renew your License to Carry Firearms, you must complete an application and arrive in person with a valid Pennsylvania Driver’s License or Pennsylvania Identification Card at the Sheriff’s Office in the County that you currently reside in.
Non-residents that currently have a Concealed Carry Permit or similar to carry a firearm from another state may turn in a Non-Resident application at any sheriff's office. Note - some counties do not process Non-Resident permits.
