Go to Control Panel. Search for " Date and Time ". Click on " Set the time and date ". Click on " Change settings… ". You can still modify the default server registry key at HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\DateTime\Servers to set a custom NTP server.
Changing your time zone in the OS should carry through. If it doesn't then you might have the "Set Time Zone Automatically" feature turned on in Win 10, which would change it back.
